Key details
The Woolloongabba PDA was declared on 22 September 2023, and the development scheme came into effect on 20 September 2024.
The Woolloongabba PDA comprises an area of approximately 106 hectares, covering parts of Woolloongabba, Kangaroo Point, East Brisbane, and South Brisbane (see Woolloongabba PDA Boundary Map).
The PDA was declared in response to a range of urban regeneration opportunities, including:
- enabling homes for 24,000 people and 34,000 new jobs
- major public transport investment in Cross River Rail, the Kangaroo Point Green Bridge and the proposed Woolloongabba Brisbane Metro Station
- alignment with other State priorities, such as affordable and social housing provision, high-value job creation, and improved amenity for community enjoyment
- potential for greater planning cohesion and integration, connecting significant precincts to the city and major destinations
- revitalising underused inner-city areas to support more people living closer to public transport, workplaces, entertainment districts and services.
Through its declaration as a PDA, EDQ’s streamlined planning and assessment processes apply, enabling more housing, jobs and open space sooner.
Development scheme
The Woolloongabba PDA Development Scheme (called The Woolloongabba Plan) is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
The Woolloongabba Plan came into effect on 20 September 2024.
Prior to finalising The Woolloongabba Plan, a Proposed Development Scheme was prepared, in accordance with the Economic Development Act 2012, and was open for public notification from 2 May to 5 July 2024. During public notification, EDQ received over 200 submissions.
Submissions were considered and a submissions report was prepared to summarise the submissions, provide information about the merits of submissions and the extent to which amendments have been made to reflect submissions, and detail changes made in finalising The Woolloongabba Plan. The Woolloongabba PDA Public Realm Guideline supports The Woolloongabba Plan by providing additional guidance around public realm outcomes and relevant PDA development requirements, including how more open space and extensive urban greening will be enabled.
Infrastructure
EDQ is currently preparing a draft development charges and offset plan (DCOP) that is planned to commence public notification in late 2024. Will the Queensland Government’s commitment to 50% open space and provision of social and affordable housing for the Woolloongabba Cross River Rail (CRR) precinct be retained?
Whilst the above commitments pre-date the declaration of the Woolloongabba PDA, the Queensland Government remains dedicated to its commitments.
The Woolloongabba Plan includes provisions to ensure that 50% of the CRR precinct is delivered as open space, including a new Central Park.
The Woolloongabba Plan also includes provisions to ensure more diverse and affordable housing, including 20% social or affordable housing and accessible housing.
