Under section 69 of the Economic Development Act 2012, the Minister for Economic Development Queensland (MEDQ) gives notice that the Woolloongabba Priority Development Area (PDA) Development Scheme was amended on 10 October 2025.

The amended Woolloongabba Priority Development Area (PDA) Development Scheme is now in effect.

Key details

The Woolloongabba Priority Development Area (PDA) was declared on 22 September 2023, with the amended Development Scheme taking effect on 10 October 2025.

Covering approximately 106 hectares, the Woolloongabba PDA includes parts of Woolloongabba, Kangaroo Point, East Brisbane, and South Brisbane.

The PDA is designed to fast-track the delivery of over 16,000 homes for up to 24,000 Queenslanders over its lifespan.

Development scheme

The Woolloongabba PDA Development Scheme is the regulatory framework that guides the planning, delivery, promotion, coordination, and management of land development within the PDA.

The amended Development Scheme officially came into effect on 10 October 2025.

The proposed Development Scheme amendment was publicly notified from 7 to 29 August 2025. A Submissions Report summarises the feedback received during the consultation period and outlines the changes made to the Development Scheme amendment in response to community and stakeholder input.

Infrastructure

The Development Charges and Offset Plan (DCOP) identifies the approach to funding critical infrastructure upgrades required to support the Woolloongabba PDA’s growth. The DCOP has been prepared in consultation with Brisbane City Council, Urban Utilities and the Department of Transport and Main Roads and outlines:

  • Infrastructure Upgrades: Essential improvements to water and sewer networks, transport systems, and community facilities to meet the needs of the growing population.
  • Timing and Cost: A detailed schedule and cost framework for infrastructure delivery, ensuring upgrades are aligned with development milestones.

Economic Development Queensland assesses development applications for this PDA.

Development applications are assessed against the applicable Development Scheme.

A: A Development Scheme is a regulatory document comprising a land use plan, an infrastructure plan and an implementation plan for a location the Queensland Government has declared a Priority Development Area. A Development Scheme:

  • establishes the  PDA vision and sets the planning policy against which future development applications are assessed
  • provides a framework to coordinate infrastructure delivery to enable desired development outcomes

Before finalising a Development Scheme, the Minister for Economic Development Queensland (MEDQ) invites community feedback about a draft plan for a PDA known as a Proposed Development Scheme.

The DCOP includes details on the expected scope, timing and cost for the future water, sewer, transport, parks and open space, and community facilities networks.

The DCOP sets development charges used to pay for trunk infrastructure and the approach to infrastructure offsets.

Q: What is trunk infrastructure?

A: Trunk infrastructure is the high-level, shared infrastructure that services large catchments in and outside PDAs. Trunk infrastructure supports coordinated growth and provides the opportunity to enhance key community services like transport and open space.

Q: What new trunk infrastructure is planned for the Woolloongabba PDA?

A: There is a range of trunk infrastructure identified including new and upgraded transport connections and links, new and upgraded parks and open space as well as water, sewer and stormwater upgrades.

Q: How was the public able to comment on the proposed Development Scheme Amendment and DCOP?

A: The proposed Development Scheme Amendment was publicly notified for 15 business days, from 7 August to 29 August. The supporting DCOP was also available for comment.

During the consultation period, Economic Development Queensland (EDQ) received 145 submissions from industry, businesses, residents and community members on the proposed Development Scheme Amendment. These submissions were reviewed and considered by the Minister for Economic Development Queensland (MEDQ) to ensure the final plans reflect the needs and aspirations of all stakeholders.
