Planning and infrastructure forms & guidelines
Economic Development Queensland (EDQ) provides forms, Guidelines and Practice Notes to help you progress a development proposal through the application process.
Forms
If EDQ is the MEDQ Delegate for a PDA development application, the application must be lodged using the relevant form.
EDQ also has forms for a range of other processes under the Economic Development Act 2012, including approval of plan of subdivision, road closures, and interfering with controlled vegetation (in Brisbane PDAs). You can prepare and lodge your application via EDQ’s online customer portal. The portal also provides for you to track the real time progress of your application.
Tips for completing EDQ Forms;
- The applicant is the entity responsible for making the application and does not need to be the owner of the land. The applicant is responsible for ensuring the accuracy of the information provided.
- Where there are multiple landowners, the consent of each owner must be provided. Refer to owner’s consent template letters for a company or an individual.
Refer to the EDQ Practice Note 21: Owner’s consent for further guidance on the provision of valid owner’s consent, including the requirements for companies and body corporates. - Providing the project cost estimate is mandatory when completing the PDA Development application form.
The project cost estimate is an estimated total design and construction cost of the proposal or element of the project to which the application relates.
Reports, communications and media releases by the MEDQ rely on the accuracy of PDA project costs. - If you are lodging a Request to Extend Currency Period - check the currency period of the PDA development approval. An application can only be made before the currency period ends.

Vegetation management
Permits may be required to clear or interfere with vegetation for PDAs located in Brisbane. More information about vegetation management.
Certification process
The certification process is EDQ’s streamlined operational works process where conditions of a PDA Development Approval relating to design, construction and handover of development works are met through a certified assessment and signed off by a suitable qualified professional appointed by EDQ.

Infrastructure offset form
To claim either a provisional or a final Infrastructure offset use the infrastructure offset form. Please refer to the application checklist before completing the online form.
Infrastructure charges request
To request an estimate or payment of infrastructure charges, please download and complete Form 5 (available below) and email it to developmentservices@edq.qld.gov.au.
