Infrastructure Investment That’s Unlocking 51,500 Homes in Greater Flagstone

The Greater Flagstone Priority Development Area (PDA) is one of Queensland’s largest growth areas, planned to deliver over 51,500 homes for a future population of 138,000. Economic Development Queensland (EDQ) is accelerating housing delivery by investing in critical infrastructure—roads, water, sewerage and public transport—through our Catalyst Infrastructure Fund (CIF). This early funding is unlocking land, removing development barriers, and enabling industry to bring forward thousands of new homes across Greater Flagstone.

We’re proud to partner with developers across the Greater Flagstone PDA, supporting the delivery of diverse, connected communities. Through CIF, EDQ provides upfront funding for critical infrastructure - roads, water, sewerage and public transport - enabling developers to fast-track housing and create vibrant, liveable neighbourhoods.

At Riverstone Springs and Flinders Lakes, EDQ’s partnership with Pacifiq Communities is unlocking over 21,000 lots. CIF has supported key infrastructure like Teviot Road and Flinders Lakes Drive, opening up the southern half of the PDA and enabling the creation of an additional 25,000 homes.

In partnership with Peet, EDQ has already unlocked land for more than 1,600 new lots at Flagstone. Peet Flagstone City is growing rapidly, with 40 new families moving in each month. EDQ’s support has enabled the delivery of key infrastructure, including roads, bridges, parks, and retail precincts - alongside approvals for new schools and community facilities.

Mirvac is delivering two master planned communities - Everleigh and Monarch Glen - aligned with EDQ’s vision for sustainable, connected neighbourhoods. At Everleigh, over 1,100 homes have been delivered, alongside schools, parks and conservation areas. At Monarch Glen, EDQ’s recent commitment of $8 million in CIF funding is unlocking 7,000 new lots. This partnership is enabling Mirvac to accelerate delivery while reducing developer upfront capital requirements.
