Key details
The Waraba Priority Development Area (PDA) was declared on 2 August 2024 and the Waraba PDA Interim Land Use Plan came into effect.
The Waraba PDA includes approximately 2,900ha of land and is bounded by the existing and emerging suburban areas of Bellmere, Lilywood and Wagtail Grove to the east, the D’Aguilar Highway to the north, Caboolture River Road to the south and the low hills along Old North Road to the west. It is identified as a major expansion growth area in Shaping SEQ 2023.
The Waraba PDA is envisaged to ultimately:
- Provide diverse housing, including social and affordable options, of around 30,000 dwellings for approximately 70,000 people
- Facilitate the development of employment-related land uses, including retail and commercial activity centres, industrial activities and mixed industry/business uses, to meet the broader land use demands of the Moreton Bay Local Government Area
- Deliver a broad range of civil, civic and community infrastructure and services that are required to support the future community

Waraba PDA Interim Land Use Plan (ILUP)
The Waraba PDA ILUP is a temporary planning instrument which regulates development in a PDA until the PDA Development Scheme is finalised.
The ILUP is in effect while detailed planning and community engagement is undertaken as part of the Development Scheme preparation process.
Development assessment
Moreton Bay City Council is responsible for assessing development applications for this PDA.
All PDA development applications will be assessed against the Waraba PDA ILUP, until such time as the Development Scheme is finalised and takes effect.
Infrastructure
The Infrastructure Funding Framework (IFF) establishes interim infrastructure plans and charging policies to fund delivery of a range of local and state infrastructure and services required to support future development in the Waraba PDA.
The IFF applies to PDA applications in the Waraba PDA until such time as a Development Charges and Offset Plan takes effect.
