Under section 69 of the Economic Development Act 2012, the Minister for Economic Development Queensland (MEDQ) gives notice that the Northshore Hamilton Priority Development Area (PDA) Development Scheme was amended on 21 November 2025.

The amended Northshore Hamilton Priority Development Area (PDA) Development Scheme is now in effect.

Key details

The Northshore Hamilton Priority Development Area (PDA) is a large urban renewal area that is being transformed into a vibrant, mixed-use precinct adjoining the Brisbane River and the suburb of Hamilton.

It covers 304 hectares, has over three kilometres of river frontage and is close to the Brisbane Airport and the Australian Trade Coast precinct.

The PDA was declared on 27 March 2008.

Development scheme

The Northshore Hamilton PDA Development Scheme is the regulatory framework that guides the planning, delivery, promotion, coordination, and management of land development within the PDA.

The amended Development Scheme officially came into effect on 21  November 2025.

The proposed Development Scheme amendment was publicly notified from 7 August to 19 September 2025. A submissions report summarises the feedback received during the consultation period and outlines the changes made to the Development Scheme amendment in response to community and stakeholder input.

Development assessment

EDQ is responsible for assessing development applications in this PDA.

All development applications are assessed against the Development Scheme.

Infrastructure

The Northshore Hamilton PDA Development Charges and Offset Plan (DCOP) accompanies the Development Scheme. It identifies relevant development charges, how these charges are calculated, levied and administered, and the trunk infrastructure required to service the PDA.

Q: What is Northshore Hamilton?

A: Northshore Hamilton is the name for the 304 hectare Priority Development Area (PDA) being transformed into a vibrant mixed-use precinct. Economic Development Queensland is the planning authority of all 304 hectares and owns approximately 60 hectares of land in the Northshore Hamilton project area.

Q: What is the relationship of Economic Development Queensland and Northshore Hamilton?

A: The Northshore Hamilton development was previously owned by the Port of Brisbane Authority until the Queensland Government transferred ownership of the site to Economic Development Queensland (EDQ) (then the Urban Land Development Authority) in April 2010. EDQ has planning and assessment responsibility for the 304 hectare Priority Development Area of Northshore Hamilton and will work with local and state government, community and local landholders, and developers to deliver a waterfront community that is diverse, inclusive and utilises best-practise urban design. EDQ is also the owner of approximately 60 hectares of land within the precinct that was transferred from the Port of Brisbane in 2010.

A: A Development Scheme is a regulatory document comprising a land use plan, an infrastructure plan and an implementation plan for a location the Queensland Government has declared a Priority Development Area. A Development Scheme:

  • establishes the PDA vision and sets the planning policy against which future development applications are assessed
  • provides a framework to coordinate infrastructure delivery to enable desired development outcomes

A: The Development Scheme was updated to reflect the feedback of the community, industry and Government. Specifically, the amendments aimed to:

  • Align with the outcomes of the Queensland Government’s 100-Day 2032 Olympic and Paralympic Infrastructure Review, including the removal of references to the proposed Athletes Village within Northshore;
  • Respond to feedback from State Government agencies to ensure land use planning supports essential infrastructure such as schools and community facilities; and
  • Incorporate feedback from industry to remove red tape  and reduce regulatory barriers that add to the cost of building new homes.

These updates will bring forward land and housing supply ensuring Northshore Hamilton PDA grows in a way that benefits the existing and future community.

Q: What happens to the Northshore Hamilton PDA now?

A: The Queensland Government has approved the amended Development Scheme, which came into effect on 21 November 2025.

This Development Scheme provides a clear performance-based framework for industry to deliver homes for Queenslanders over the next 10 + years, supporting the growth and liveability of Northshore Hamilton.

In addition to housing, the Development Scheme enables the delivery of key infrastructure projects, including a new school, community facilities, parks and the EDQ street renewal program.

EDQ received 76 submissions from industry representatives, businesses, residents, and community members regarding the proposed Development Scheme Amendment. These submissions were carefully reviewed and considered by the Minister for Economic Development Queensland (MEDQ) to ensure the final plans balance the needs and aspirations of all stakeholders.

Q: How will the existing road network cope with the extra residents of Northshore Hamilton development?

A: EDQ’s priority is to fast-track homes by delivering supporting infrastructure in the Northshore Hamilton PDA.

Street renewal upgrades and new roads within the precinct are currently being delivered. The next stage of work will prepare the western end of the precinct (adjacent to Portside Wharf) for six new development lots planned for mixed-use residential development in accordance with the Northshore Hamilton PDA Development Scheme. These upgrades will ensure that the road network continues to operate smoothly as the PDA grows and develops.
