Public Notice

Under the provisions of section 40H, 40M and 69 of the Economic Development Act 2012 (the Act) the Minister for Economic Development Queensland gives notice that the Caloundra South Priority Development Area (PDA) boundary has been changed and the PDA Development Scheme has been amended.

This amendment to the Development Scheme constitutes a PDA instrument change under section 40H(2)(a) of the Act and a minor administrative amendment under section 66 of the Act. The amendment is to reflect the inclusion of 13.5 hectares of land in the PDA boundary resulting from the southern PDA boundary being aligned with the western edge of the new Bells Creek Arterial corridor. The scope of the amendment is explained in Schedule 4 of the Development Scheme.

The amendment took effect on 2 March 2023.

PDA development applications over land in the Caloundra South PDA are now assessed against the Caloundra South PDA Development Scheme Amendment no.1, March 2023.

Key details

The Caloundra South Priority Development Area (PDA) covers 2,323.5 hectares of land and sits between the Bruce Highway to the west and Bells Creek Arterial to the south.

It is located south of the existing Caloundra urban area, the Caloundra Aerodrome and the Sunshine Coast Regional Business and Industry Park.

Vibrant, mixed use activity centres will provide a focus for the community and offer access to retail, services, well designed civic spaces, community and cultural facilities and local employment opportunities.

Once developed, the Caloundra South PDA will provide approximately 20,000 dwellings and create 15,000 jobs.

Water quality of the Pumicestone Passage, Bells Creek and Lamerough Creek will be protected through integrated water cycle management within the PDA.

The PDA was declared on 28 October 2010.

Development scheme

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Caloundra South PDA Development Scheme commenced on 8 October 2011 and was last amended on 2 March 2023.

Development assessment

Economic Development Queensland (EDQ) assesses development applications for this PDA.

All development applications are assessed against the development scheme.

Endorsed context plans

A context plan is required as part of the supporting information for particular development applications.

Refer to the Caloundra South PDA Development Scheme for the statutory requirements of a context plan and Practice note no. 9 - Context plans for further detail on preparing a context plan. A context plan will be endorsed by EDQ and made available here when it is determined to be consistent with the development scheme.
