Public notice

Under section 36A of the Economic Development Act 2012 the Minister for Economic Development Queensland gives notice that the Land Activation Program (Tranche 2) Provisional Priority Development Area (PPDA) was declared on 18 September 2026 and the Draft Provisional Land Use Plan (draft PLUP) is now in effect.

PDA development applications over land in PPDA are now assessed against the Land Activation Program (Tranche 2) Provisional Priority Development Area Draft Provisional Land Use Plan, effective 25 September 2026.

Public notification of the draft PLUP will now commence, providing the opportunity for submissions to be made on the PLUP during this period.

 The public notification period runs from 28 September – 19 October 2026 and the community is encouraged to provide feedback during this time.

Key details

The Land Activation Program (Tranche 2) Provisional Priority Development Area (PPDA) was declared on 25 September 2026 to support the Queensland Government’s nation-leading Land Activation Program.

The PPDA enables Economic Development Queensland (EDQ) to fast-track the delivery of up to 1,000 homes across seven under-utilised government-owned sites totalling 25-hectares in Brisbane, Moreton Bay, Ipswich, the Gold Coast, Hervey Bay and Townsville.

The PPDA will deliver a place to call home for approximately 2,500 Queenslanders close to key landmarks and essential services, as well as see up to $40 million in catalyst infrastructure invested to accelerate housing delivery.

By combining the power of a PPDA with the Queensland Government’s Land Activation Program, EDQ will fast-track homes by removing complex planning or development barriers, while unlocking infrastructure investment, accelerating development assessment and partnering with industry and government.

This PPDA joins the first PPDA tranche, which was declared in May 2026. Combined, both PPDA tranches will fast-track over 6,000 homes across 12 development sites with a total of approximately $100 million to be invested in catalyst infrastructure in support.

This PPDA includes the following precincts (sites):

  • Bundamba, Ipswich
  • Hervey Bay, Fraser Coast
  • Highgate Hill, Brisbane
  • Mango Hill, Moreton Bay
  • Pimlico, Townsville
  • Varsity Lakes, Gold Coast
  • Wynnum, Brisbane

Bundamba

Located in north-east Ipswich, this development site will deliver over 200 homes and a neighbourhood centre close to the Bundamba Railway Station, schools, transport hubs and other key essential services.

Hervey Bay

Located on Urraween Road, this development site will deliver 175 homes for up to 400 Queenslanders near key landmarks such as the Hervey Bay TAFE campus, Hervey Bay Hospital and other key essential services.

Highgate Hill

This development site fronts the Brisbane River and will deliver a place to call home for Queenslanders close to the Southbank Parklands, various hospitals, key schools and major transport hubs.

Mango Hill

Located adjacent to Mango Hill Railway Station, this development site will deliver 117 homes for over 200 Queenslanders within one of South East Queensland’s key growth areas near key landmarks such as the Mango Hill Train Station and the broader North Lakes region.

Pimlico

Located on the former TAFE campus at Pimlico, this development site will become a place to call home for 250 Queenslanders. It will deliver approximately 150 homes near the current Townsville (Pimlico) TAFE complex and other local landmarks.

Varsity Lakes

This site will become home to over 500 Queenslanders and is located adjacent to Varsity Lakes Railway Station. The site will deliver 270 homes near the Varsity Lakes Train Station, Robina Town Centre, local schools and all that the Gold Coast has to offer.

Wynnum precinct

Located in Wynnum West, this site will provide a home for over 150 Queenslanders. Up to 55 homes will be delivered near the Lindum train station, the iconic Foreshore and Esplanade, and all that the region has to offer.

Draft Provisional Land Use Plan

The Draft Provisional Land Use Plan (PLUP) is the key planning document for the PPDA.

It provides the planning framework for all seven precincts (sites) and includes:

  • overall and precinct-specific visions
  • development assessment procedures
  • PPDA-wide planning criteria
  • infrastructure requirements
  • precinct development provisions.

The draft PLUP establishes requirements relating to:

  • built form, urban design and public realm
  • movement, transport and connectivity
  • access, parking and servicing
  • community safety and development constraints
  • flood resilience and stormwater management
  • environmental matters including noise, emissions, acid sulfate soils and contamination
  • infrastructure coordination and servicing.

Community consultation

Public notification of the draft PLUP will occur from 28 September to 19 October 2026.

Community members and stakeholders are invited to review the draft PLUP and make a submission.

Development assessment

Development within the Land Activation Program (Tranche 2) PPDA will be assessed against the Draft Provisional Land Use Plan.

Economic Development Queensland will coordinate development assessment within the PPDA and work with councils and State agencies to support housing delivery, infrastructure planning and long-term community outcomes.
