Consultation on proposed updates to the Certification Procedures Manual
EDQ is seeking feedback on proposed revisions to its Certification Procedures Manual (CPM) following an independent review of the self-certification framework.
The review identified opportunities to improve clarity, simplify processes, strengthen risk management and better align the framework with contemporary industry practices, while maintaining trust in the competency, integrity and accountability of certified professionals and organisations.
EDQ invites local governments, developers and certification professionals to provide feedback on the proposed revisions between 18 August and 31 August 2026.
To make a submission
The certification process applies to the pre-construction, construction and post construction stages of a development where PDA development conditions require compliance with the Certification Procedures Manual (CPM).
The CPM manages risk and accountabilities through a range of measures, including the requirement that MEDQ approve the competency of key participants and the incorporation of a range of penalties for non-compliance.
The benefits of EDQ’s certification process include reducing approval timeframes, enabling earlier commencement of construction, and potentially lowering holding costs. Below is an overview of the certification process and submission requirements.
The CPM outlines performance-based processes for the design, construction and delivery of infrastructure requiring assessment under a condition of a PDA development approval.
The manual does not set development standards, these are specified in the PDA development conditions. If your approval references EDQ’s certification process, you must follow the procedure outlined in the latest version of the CPM.
Submission requirements
From 1 May 2025, all CPM-required documents must be submitted via EDQ’s Digital Submission system. Submissions via email are no longer accepted. For guidance, refer to the CPM Digital Submissions System User Guide. If you have any queries, please contact [email protected].
