Notice of the declaration of the Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area and draft Provisional Land Use Plan

Under section 36A of the Economic Development Act 2012 the Minister for Economic Development Queensland gives notice that the Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area (PPDA) was declared on 29 May 2026 and the Draft Provisional Land Use Plan (draft PLUP) is now in effect.

PDA development applications over land in PPDA are now assessed against the Land Activation Program (SEQ Trance 1) Provisional Priority Development Area Draft Provisional Land Use Plan, effective 29 May 2026. Public notification of the draft PLUP will now commence, providing the opportunity for submissions to be made on the PLUP during the consultation period.

Public notification period: 1 June – 19 June 2026

Key details

The Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area (PPDA) was declared on 29 May 2026 to support the Queensland Government’s nation leading Land Activation Program.

The PPDA enables Economic Development Queensland (EDQ) to fast-track the planning and delivery of more than 5,000 homes and two landmark mixed-use precincts across three key Land Activation Program sites in Brisbane, as well as a key parcel of land in Logan.

Together, the sites total more than 30 hectares, including:

  • 56 Blinzinger Road, Banyo
  • 35 University Drive, Meadowbrook
  • 99-187 Montague Road, South Brisbane (and surrounding sites)
  • 168 and 200 Turbot Street, Spring Hill

By combining the Land Activation Program with a PPDA, EDQ can fast track planning and accelerate development solutions to unlock under utilised land sooner.

A PPDA is a temporary planning instrument, typically in effect for three years, designed to accelerate implementation and support the delivery of housing and mixed use development in strategically located areas.

The Land Activation Program (SEQ Tranche 1) PPDA comprises four highly accessible precincts that will help create more places for Queenslanders to call home—close to jobs, services and public transport.

Banyo Precinct

Located 13km north of the Brisbane CBD, the 6.4 hectare site at 56 Blinzinger Road will transform the site into a well integrated residential neighbourhood offering diverse housing choices. Low to medium rise built form will complement the surrounding suburban character while creating a connected and welcoming place to live.

Meadowbrook Precinct

The development-ready, 35,480 sqm site at 35 University Drive will deliver well-integrated, medium density residential development to boost housing supply in one of Logan’s key growth areas.

Montague Road Precinct

The site at 99-187 Montague Road (and surrounding sites) will become a landmark destination at the city’s edge — a vibrant hub for living, culture and lifestyle. Supported by high quality public spaces and strong connections to nearby centres and transport networks, the precinct will deliver a dynamic mixed use environment that brings people together.

Turbot Street Precinct

The 168 and 200 Turbot Street sites will deliver high density urban development that responds sensitively to cultural significance, heritage values and adjoining parkland. The precinct will contribute to a distinctive and contemporary city edge identity.

Provisional Land Use Plan

The Provisional Land Use Plan (PLUP) is the key planning document for the PPDA. It provides planning controls to guide development and ensure each precinct aligns with the vision of unlocking homes sooner across Banyo, South Brisbane and Brisbane’s inner city.

The draft PLUP is now available for community consultation. The public notification period runs from 1 to 19 June 2026, and the community is encouraged to provide feedback during this time.

Once finalised, the PLUP will guide development within the PPDA for its duration, ensuring all projects support the long term vision for each precinct.

Community consultation

Community input is vital to the success of the Banyo, Montague Road and Turbot Street Provisional Priority Development Area The public notification period for the draft Provisional Land Use Plan (PLUP) is open from 1 to 19 June 2026.

During this time, the community and stakeholders are invited to provide feedback on the draft PLUP. All submissions will be reviewed and considered in accordance with the Economic Development Act 2012 and the feedback will help shape the final PLUP.

Development assessment

Development within the Land Activation Program (SEQ Tranche 1) PPDA will be assessed against the PLUP once finalised.

EDQ will oversee the development assessment process to ensure all projects accelerate housing delivery and effectively use under-utilised, government-owned land.
