Notice of the declaration of the Halls Creek Priority Development Area and Interim Land Use Plan.Â
Under section 40 of the Economic Development Act 2012 the Minister for Economic Development Queensland gives notice that the Halls Creek Priority Development Area (PDA) has been declared and the Halls Creek PDA Interim Land Use Plan (ILUP) is now in effect.
PDA development applications for land in the Halls Creek PDA are now assessed against the Halls Creek PDA ILUP, effective 17 July 2026.

Key details
The Halls Creek Priority Development Area (the PDA) was declared by regulation on 17 July 2026.
The Halls Creek PDA comprises 1,231ha of land at Coochin Creek within the Sunshine Coast region. It forms part of a Potential Future Growth Area (PFGA) identified in the South East Queensland Regional Plan and will support the delivery of housing, employment land, open and recreation space and environmentally protected land within the Sunshine Coast.
The Halls Creek PDA is envisaged to ultimately:
- support the delivery of up to 12,000 new homes (subject to infrastructure), accommodating around 30,000 people
- facilitate up to 48ha of employment generating land activities
- provide over 633 hectares of open and recreation space, and environment protection areas.
An early release area is planned to deliver approximately 1,000 new homes, supporting housing supply in the short term.
Halls Creek PDA will be planned and delivered under a streamlined framework to coordinate land use and infrastructure. An Interim Land Use Plan (ILUP) is in place to guide development within the PDA while the Development Scheme is prepared. There will be opportunities for the community and stakeholders to have their say, with feedback helping to inform the final planning framework for the area.
Halls Creek PDA Interim Land Use Plan (ILUP)
The Halls Creek PDA ILUP is a temporary planning instrument which regulates development in a PDA until the PDA Development Scheme is finalised.
The ILUP is in effect while detailed planning and community engagement is undertaken as part of the Development Scheme preparation process.
Halls Creek PDA Development Scheme
The Halls Creek PDA Development Scheme will establish the planning framework for the PDA area, including land use intent, infrastructure coordination and environmental considerations.
The development scheme will be informed by stakeholder engagement and will be subject to public consultation in accordance with the Economic Development Act 2012.
Development assessment
Economic Development Queensland (EDQ) is responsible for assessing development applications within this PDA.
All PDA development applications will be assessed against the Halls Creek PDA ILUP, until such time as the development scheme is finalised and takes effect.

Engagement opportunities

As part of preparing the Halls Creek PDA Development Scheme, EDQ will work with Sunshine Coast Council, industry, utility providers and State agencies to ensure infrastructure is planned, funded and delivered in a way that supports growth, while balancing community need and economic feasibility.
