Toondah Harbour
Key details
The Toondah Harbour Priority Development Area (PDA) aims to enable redevelopment to boost tourism, and create new business opportunities and jobs while supporting existing businesses. It will provide the local community with better services and facilities.
The Toondah Harbour PDA is located on the southern shores of Moreton Bay in Cleveland, approximately 1km from Cleveland CBD and 33km from Brisbane CBD.
The PDA covers 67ha, including 17.5ha over land and 49.5ha over water within Moreton Bay.
The PDA was declared on 21 June 2013, at the request of Redland City Council.
Development Scheme
The Development Scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
The Toondah Harbour PDA Development Scheme commenced on 29 May 2014.

Development assessment
Economic Development Queensland (EDQ) assesses development applications together with Redland City Council.
All development applications within the PDA are assessed against the Development Scheme.
Infrastructure
Funding and building infrastructure is key to facilitating development within PDAs.  The ED Act authorises MEDQ to set and levy infrastructure charges within a PDA, with the Infrastructure Funding Framework (IFF) serving as the primary EDQ policy document concerning charges for Toondah Harbour PDA. As outlined in the IFF, the Toondah Harbour PDA refers to the relevant local government’s charging instrument to determine the calculation of these charges.
