Key details
The North Harbour Priority Development Area (PDA) was declared on 30 July 2025 and the North Harbour PDA Interim Land Use Plan is now in effect.
The PDA includes approximately 420ha of land on the eastern side of the Bruce Highway, bordered by the Caboolture River to the north and east. The PDA is an extension of the established North Harbour development which includes existing residential and employment uses.
The North Harbour PDA provides for:
- Around 3,700 new homes including villas, detached homes and apartments.
- Marina and marine industry with 400 wet berths, a dry stacker for 500 boats and 511 private pontoons.
- Retail, tourism, public open spaces, and hotel development.

North Harbour PDA Interim Land Use Plan (ILUP)
The North Harbour PDA ILUP is a temporary planning instrument which regulates development in a PDA until the PDA Development Scheme is finalised. The ILUP is in effect while detailed planning and community engagement is undertaken as part of the Development Scheme preparation.
The North Harbour ILUP includes two precincts:
- Precinct 1: Residential – provides a natural progression of the North Harbour community and enables development applications to be lodged and assessed for approximately 200 homes.
- Precinct 2: Investigation – comprising the balance of the PDA. Development in Precinct 2 is restricted to interim or temporary uses until the PDA Development Scheme is finalised.
Development assessment
Economic Development Queensland (EDQ) is responsible for assessing development applications in the PDA. PDA development applications are assessed against the North Harbour PDA ILUP, until the Development Scheme is finalised.
Infrastructure
The funding and building of infrastructure is key to facilitating development within PDAs. The ED Act authorises MEDQ to set and levy infrastructure charges within a PDA. The Infrastructure Funding Framework (IFF) is the primary EDQ policy document for charges in the North Harbour PDA. As outlined in the IFF, the North Harbour PDA refers to the relevant local government’s charging instrument to determine the calculation of these charges.
