Public notice

Pursuant to section 59 of the Economic Development Act 2012, the Minister for Economic Development Queensland gives notice that public notification of the proposed Development Scheme for the North Harbour Priority Development Area has commenced.

Key details

The North Harbour Priority Development Area (PDA) was declared on 30 July 2025 and covers approximately 420 hectares within the City of Moreton Bay.

The PDA is bounded by the Caboolture River to the north and east and established residential areas to the south and west. It extends the existing North Harbour community.

The proposed North Harbour PDA Development Scheme (the Scheme) provides for:

around 5,900 new homes
a marina, artificial waterbody and Marine Village
a marine industry area supporting businesses and jobs
a local centre providing shops and services
11 hectares of regional or district parks and another six local parks
public access to the waterfront
a green network enhancing environmental values along the Caboolture River
new and upgraded transport, walking and cycling connections
infrastructure to support future development.

Proposed North Harbour PDA Development Scheme

The Scheme is the planning framework that will guide future land use, development and infrastructure within the North Harbour PDA.

It establishes the vision for North Harbour and the requirements against which future PDA development applications will be assessed.

The Scheme includes:

a Land Use Plan, which establishes the vision and requirements for future development
an Infrastructure Plan, which identifies infrastructure required to support development and how Development Charges will apply
an Implementation Strategy, which identifies actions that support delivery of the vision.

Following future Minister approval, the Scheme will replace the North Harbour PDA Interim Land Use Plan.

Public notification provides an opportunity for you to review the Scheme and make a submission. Submissions received during the public notification period will be considered as part of finalising the Scheme.

Interim Land Use Plan (ILUP)

The North Harbour PDA ILUP is a temporary planning instrument which regulates development in a PDA until the PDA development scheme is finalised. The ILUP is in effect while detailed planning and community engagement is undertaken as part of the development scheme preparation.

Development assessment

Economic Development Queensland (EDQ) is responsible for assessing development applications in the PDA. PDA development applications are assessed against the North Harbour PDA ILUP, until the development scheme is finalised.

Infrastructure

The funding and building of infrastructure are key to facilitating development within PDAs. The Economic Development Act authorises MEDQ to set and levy infrastructure charges within a PDA.

The Infrastructure Funding Framework (IFF) is the primary EDQ policy document for charges in the North Harbour PDA. As outlined in the IFF, the North Harbour PDA refers to the relevant Local Government’s charging instrument to determine the calculation of these charges.

When finalised, the Development Scheme will establish infrastructure plans and charges policy and then replace the IFF.

Proposed works area within Moreton Bay Marine Park

Department of the Environment, Tourism, Science and Innovation (DETSI)

DETSI is seeking feedback on a proposal to establish a works area within the Moreton Bay Marine Park to enable proposed dredging for a future navigation channel associated with North Harbour.

Establishing the works area would not approve the proposed works. Further permits and approvals would be required before works could commence.

Proposed changes to Deception Bay declared Fish Habitat Area

Department of Primary Industries (DPI)

DPI is seeking feedback on proposed changes to the Deception Bay declared Fish Habitat Area adjoining the North Harbour PDA.

The changes are being considered to accommodate future vessel access and marine infrastructure associated with North Harbour while maintaining protection of important fish habitats.
