Ripley Valley

Key details

The Ripley Valley Priority Development Area (PDA) is located in one of the largest urban growth areas in Australia.

It offers opportunities for further residential growth to meet the region’s affordable housing needs.

It covers an area of 4,680ha and is located approximately 5km south east of the Ipswich CBD and south of the Cunningham Highway.

It will potentially develop into 48,750 dwellings to house a population of 131,000 people.

The PDA was declared on 8 October 2010.

Development Scheme

The Development Scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Ripley Valley PDA Development Scheme commenced on 8 October 2011 and was amended on 28 February 2025, and 1 July 2025.

Development assessment

Ipswich City Council assesses development applications for this PDA.

All development applications are assessed against the Development Scheme.

Endorsed context plans

Refer to the Development Scheme for the statutory requirements of a context plan.

Refer to Practice note no. 9 – Context plans for further detail on preparing a context plan. A context plan has been endorsed by the state government and it has been determined that it is consistent with the Development Scheme.

Infrastructure

Funding and building infrastructure is key to facilitating development within PDAs.

The Ripley Valley PDA Development Charges and Offset Plan (DCOP) accompanies the PDA Development Scheme. It identifies relevant development charges, how these charges are calculated, levied and administered, and the trunk infrastructure required to service the PDA.
