Public Notice
Under section 69 of the Economic Development Act 2012, the Minister for Economic Development Queensland (MEDQ) gives notice that the Parklands Priority Development Area (PDA) Development Scheme was amended on 17 July 2026.
The Minor Amendment was made to include 322m² of unutilised road reserve within the PDA boundary.
The amended Parklands Priority Development Area (PDA) Development Scheme is now in effect.
Key details
The 29ha Parklands Priority Development Area (PDA) is 3km from Southport CBD and 3.6km east of the Pacific Motorway.
It adjoins the Gold Coast University Hospital, the Southport Sharks Football Club and Musgrave Park.
The Parklands PDA was declared to facilitate development of the Gold Coast 2018 Commonwealth Games Village and legacy development related to the Gold Coast Health and Knowledge Precinct.
The PDA was declared on 1 February 2013, with the amended Development Scheme taking effect on 17 July 2026.
Development Scheme
The Development Scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.
The amended Development Scheme officially came into effect on 17 July 2026.

Development assessment
Economic Development Queensland (EDQ) assesses development applications for this PDA.
All development applications are assessed against the Development Scheme.
Development project
Lumina is an EDQ development project that is located within the Parklands PDA and forms part of the Gold Coast Health and Knowledge Precinct.
Infrastructure
Funding and building infrastructure is key to facilitating development within PDAs.  The ED Act authorises MEDQ to set and levy infrastructure charges within a PDA, with the Infrastructure Funding Framework (IFF) serving as the primary EDQ policy document concerning charges for Parklands PDA. As outlined in the IFF, the Parklands PDA refers to the relevant local government’s charging instrument to determine the calculation of these charges.
