Key details

The vision for the Southport Priority Development Area (PDA) is to deliver the Gold Coast Central Business District (CBD).

The PDA covers 198.3ha in the Southport CBD and includes residential, retail, commercial, financial, educational and community uses.

The PDA was declared on 4 October 2013.

Development Scheme

The Southport PDA Development Scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating, and controlling development within the PDA.

The Development Scheme came into on 5 September 2014 and was amended on 9 November 2021 and 22 July 2022.

Development assessment

The City of Gold Coast Council assesses development applications for this PDA.

All development applications are assessed against the Development Scheme.

Infrastructure

Funding and building infrastructure is key to facilitating development within PDAs.  The ED Act authorises MEDQ to set and levy infrastructure charges within a PDA, with the Infrastructure Funding Framework (IFF) serving as the primary EDQ policy document concerning charges for Southport PDA. As outlined in the IFF, the Southport PDA refers to the relevant local government’s charging instrument to determine the calculation of these charges.

Council’s adopted infrastructure charges are applicable to development within the PDA.
