Homes, jobs and economic growth for Moreton Bay

The Queensland Government has declared a new Priority Development Area (PDA) at North Harbour, which will unlock more than 3,700 new homes for Queenslanders – including 200 homes to be fast-tracked through an Early Development Area.

Located in the rapidly growing Moreton Bay region, the North Harbour PDA will also deliver a 400-berth marina, maritime industry infrastructure and tourism and hotel precincts. These are expected to generate nearly 2,000 ongoing jobs and contribute $456 million to the regional economy each year.

Economic Development Queensland (EDQ) is leading this initiative in partnership with the City of Moreton Bay, the Port Binnli Group, state agencies and the local community.

The PDA supports the Queensland Government’s strategy to deliver one million homes by 2044 and stimulate long-term economic growth in key locations.

Giving Queenslanders a place to call home

The PDA will support delivery of more than 3,700 homes with a mix of villas, detached houses and apartments, including 200 homes identified for early development to help respond to immediate housing demand.

This fast-tracked housing supply will help meet immediate need while increasing housing within the local area.

Infrastructure to support liveable, connected communities

The PDA ensures supporting infrastructure is delivered at the right time and in the right place, in line with community needs.
Planned infrastructure includes:

  • A 400-berth marina and maritime industry facilities
  • Tourism and hotel precincts
  • New community spaces, stormwater management, utilities and transport links.

These investments will support long-term growth while enhancing connectivity, amenity and liveability across the precinct.

Driving local jobs and economic prosperity

The PDA is expected to generate nearly 2,000 ongoing jobs and inject $456 million annually into the Moreton Bay economy – supporting growth across construction, tourism, marine services and retail.

By unlocking development-ready land and attracting private investment, the PDA will deliver more jobs closer to home and strengthen the regional economy for the future.

Next steps

An Interim Land Use Plan (ILUP) is now in effect and allows development applications to proceed immediately for the Early Development Area.

Over the next 18 months, EDQ will prepare a Development Scheme for the PDA in partnership with the City of Moreton Bay, the Port Binnli Group and the local community.

Community consultation will be a key part of this process in 2026. In parallel, the Port Binnli Group will coordinate all required Australian Government environmental approvals with the support of EDQ and the City of Moreton Bay.
