Montague Road precinct to unlock more than 4,000 homes
More than 4,000 homes for around 7,600 Queenslanders are set to be delivered at the former Visy site in South Brisbane, with Economic Development Queensland (EDQ) announcing Lendlease as the successful proponent to transform one of Brisbane’s last major riverfront development sites.
The Montague Road precinct forms part of the Land Activation Program (LAP), which is unlocking well-located, underutilised government-owned land to accelerate housing delivery and support South East Queensland’s growing population.
Transforming a well-located inner-city site
Located on a 7.1ha riverfront site just 1.3km from the Brisbane CBD, the government-owned former Visy site is one of Brisbane’s most significant urban renewal opportunities.
Lendlease will progress plans for a world-class mixed-use precinct with the potential to deliver 4,034 homes for around 7,600 Queenslanders.
Stage 1, which includes 796 homes alongside 1.2ha of activated public realm and riverfront open space, is targeted for delivery by 2031, ahead of the Brisbane 2032 Olympic and Paralympic Games.
The precinct will transform a previously inaccessible stretch of industrial riverfront into a new civic destination, supporting a continuous riverfront connection linking the Brisbane CBD, South Bank and West End.
It will feature riverfront promenades and boardwalks, civic plazas and amphitheatre-style spaces, parkland, lawns and landscaped areas, shared pedestrian and cycling connections and opportunities for waterfront activation.
Creating jobs during construction and beyond
The project is expected to support approximately 2,100 jobs per year during construction, including direct and indirect jobs, and around 1,000 ongoing jobs once complete.
With strong access to public transport, employment hubs and key services, the precinct will deliver more homes close to where people work, travel and connect.
Supporting housing supply through the Land Activation Program
The Montague Road precinct is one of several sites being progressed through the Land Activation Program, which focuses on unlocking underutilised government-owned sites for housing across Queensland.
By bringing sites like Montague Road to market, the program is creating development-ready opportunities for industry and enabling EDQ to bring new homes to market sooner.
The precinct also provides an opportunity to integrate with the neighbouring former Parmalat site, supporting coordinated planning outcomes across a key section of Brisbane’s riverfront.
The Montague Road precinct forms part of the Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area, declared in May 2026 to support coordinated planning and accelerate housing delivery.
As Development Assessment Manager, EDQ will assess the development application, including infrastructure requirements and site-specific technical considerations.
The site is expected to be available for redevelopment from April 2027.
Following public notification in June 2026, Lendlease will undertake community consultation on its proposed masterplan in early 2027.
