Land Activation Program unlocks future housing opportunities across four South East Queensland precincts
As Queensland’s population continues to grow, unlocking well-located land for future housing is critical to meeting demand. Economic Development Queensland (EDQ) has reached an important milestone in the Land Activation Program, finalising the Provisional Land Use Plan (PLUP) for four South East Queensland precincts that will help support future housing opportunities across Brisbane and Logan.
The PLUP came into effect on 24 August 2026 and establishes the planning framework for precincts at Banyo, Meadowbrook, Montague Road and Turbot Street. Together, the sites represent a diverse mix of housing and urban renewal opportunities, ranging from established suburban communities to major inner-city redevelopment locations.
Unlocking well-located government land for future communities
The Land Activation Program is focused on unlocking underutilised government-owned land to create a pipeline of future housing opportunities across Queensland. By planning for housing in established urban areas, the program supports more connected, liveable and sustainable communities.
The four precincts reflect the diversity of opportunities available through the program:
- Banyo will support the renewal of a former Energex depot site in Brisbane’s north
- Meadowbrook is located near Griffith University, Logan Hospital and key employment areas
- Montague Road provides a significant riverfront urban renewal opportunity on Brisbane’s Kurilpa Peninsula
- Turbot Street is positioned on the western edge of the Brisbane CBD adjacent to major transport infrastructure and heritage parklands.
While each precinct has its own unique context and planning considerations, all four sites were selected because of their ability to support housing in highly accessible and well-connected locations.
Creating certainty through coordinated planning
The PPDA process enables EDQ to establish a single planning framework tailored to the opportunities and constraints of each precinct while supporting coordinated consideration of housing, infrastructure, transport, public realm and community outcomes.
The final PLUP includes place-based planning provisions for each precinct as well as broader requirements relating to urban design, connectivity, infrastructure, flood resilience, environmental considerations and community amenity.
For Montague Road, the final PLUP was amended following consultation to introduce PDA-associated development provisions that better support coordinated delivery of public realm improvements, active transport connections, infrastructure and riverfront accessibility beyond the immediate precinct boundary.
Community feedback informing planning outcomes
Engagement is a key component of the PPDA planning process and provides stakeholders and community members with an opportunity to help inform the planning framework before it is finalised.
Public notification of the draft PLUP was undertaken from 1 to 19 June 2026, supported by a dedicated Have Your Say platform, social media engagement and direct stakeholder engagement. During the consultation period:
- more than 6,300 visits were recorded on the Have Your Say page
- almost 28,000 people were reached through social media activities.
Feedback was received from local residents, community groups, industry stakeholders, property owners and government agencies. Key themes included housing delivery, transport and infrastructure, flood resilience, public realm, community infrastructure and development impacts.
A Local Consultative Committee also provided advice throughout the process, helping ensure local issues and stakeholder perspectives were considered in finalising the PLUP.
Supporting housing supply and Queensland's growth
The finalisation of the PLUP marks an important step towards unlocking future housing opportunities on government-owned land across South East Queensland.
By establishing planning frameworks early, EDQ is providing greater certainty for communities, industry and government while helping create a pipeline of future housing opportunities in locations with strong access to transport, services and employment.
The Land Activation Program forms part of EDQ’s broader approach to increasing housing supply, unlocking underutilised land and supporting Queensland’s continued growth through well-planned communities and liveable places.
The final PLUP and Submissions Report are now available, providing transparency around the planning framework and demonstrating how community and stakeholder feedback informed the final outcome.
