The Land Activation Program (LAP) is a brand new nation-leading initiative of the new Queensland Government which identifies, unlocks, then releases to market underutilised Government land for housing.
The LAP will support the Queensland Government in delivering one million new homes by 2044, giving more Queenslanders a place to call home.
EDQ will lead the whole-of-government initiative – a program set to initially release a 6.4ha site in Banyo, which can accommodate for up to 400 homes.
Additional sites will be progressively released to market as land activation strategies are in place across all of Queensland.
Under the LAP, EDQ will use its multiple planning and development powers under the Economic Development Act 2012 to fast-track the delivery of new homes by providing the planning certainty needed and the powers to unlock site constraints or infrastructure challenges.
Importantly, the LAP will allow EDQ to accept unsolicited proposal from industry where they have identified Government land that may be surplus to needs. EDQ will then investigate the site/s on behalf of a proponent, and provide advice on its suitability within 30 business days.

How can industry put forward an opportunity?

The Land Activation Program (LAP) is an initiative led by Economic Development Queensland (EDQ) to identify and activate underutilised or surplus government land to facilitate the delivery of housing. The program aims to address barriers to development and facilitate housing delivery by the market at pace and scale by leveraging EDQ’s unique legislative, development, and policy tools.
Interested members of the public, including private individuals and organisations, may propose potential LAP sites through the EDQ website. To submit a site for consideration, visit www.edq.qld.gov.au/land-activation-program.

EDQ will only consider the site for the LAP if EDQ has a genuine role in activating it using one or more of its “Enablers”.
EDQ will only consider sites for the LAP if it has a genuine role in activating it using one or more of its Enablers. These are the legislative, development, and policy tools available to EDQ to facilitate the delivery of housing, infrastructure, and economic development at scale and pace.
EDQ Enablers may include the delivery of infrastructure, resolution of environmental issues, demolition or decontamination, planning or zoning changes, land assembly or the development of a tailored transaction or market strategy.
While members of the public can propose potential LAP sites, EDQ is not obligated to enter into any agreements with the proposer.
EDQ typically divests land through a market process. However, in exceptional cases, EDQ may enter into an exclusive transaction with the proposer of a site where proper justification for an exclusive arrangement exists. This may include cases where the proposer has unique rights, capabilities, or intellectual property that justify an exclusive transaction.
EDQ is committed to protecting your privacy and handling your information in accordance with the Queensland Government’s Information Privacy Act 2009. Any information submitted through the LAP portal will be treated confidentially and used solely for the purpose of assessing the proposed site’s suitability for the program. EDQ is committed to reviewing all submissions and providing a response within 30 Business Days. The information requested by EDQ through the LAP submission form is all that is required to enable EDQ to complete its initial review and determine suitability of the site for the LAP.
Once the initial review is complete, and the site deemed suitable for the LAP, further supporting information may be sought and EDQ will always reach out if further information is required.
Once a site is proposed, EDQ will undertake an initial assessment to determine if the site is suitable for the LAP. EDQ will contact you directly within 30 Business Days advising on the outcome of the initial assessment.
If a site is assessed to be suitable, EDQ will follow a structured due diligence and evaluation process to develop a land activation strategy to remove barriers to development. If approved, EDQ will acquire the site from the owner agency, carry out any activation works, and divest the site for development. The process for activating the site will follow EDQ’s established governance and investment frameworks.
State investment (for example in enabling infrastructure) required to activate a site for housing will be assessed on a case by case basis. The assessment will include the potential of the site to deliver housing at pace and scale, the demand for housing in the location and the quantum of funding required.
There is no centralised published list however information on land ownership is available via publicly assessable databases. Alternatively, you can visit the EDQ website to see the current development ready land holdings available to the market.
