Blackwater East

Key details

The Blackwater East Priority Development Area (PDA) is located east of the existing Blackwater township and north of the Capricorn Highway. It adjoins the existing Blackwater Priority Development Area.

The land is currently vacant and covers an area of approximately 130ha.

The PDA was declared on 21 June 2013 at the request of Central Highlands Regional Council (CHRC).

Development scheme

The Development Scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Blackwater East PDA Development Scheme commenced on 24 April 2014.

Note: Amendments to the Economic Development Act 2012 have changed the interpretation of PDA exempt and PDA self-assessable development. More information

Development assessment

Central Highlands Regional Council assesses development applications for this PDA.

All existing development approvals remain in effect. Changes to approved applications are to be lodged with CHRC.

All new development applications are to be lodged with CHRC. Details on the lodgement process can be provided by CHRC.

Development applications are assessed against the Development Scheme.

Infrastructure

Funding and building infrastructure is key to facilitating development within PDAs. The ED Act authorises MEDQ to set and levy infrastructure charges within a PDA, with the Infrastructure Funding Framework (IFF) serving as the primary EDQ policy document concerning charges for Blackwater East PDA. As outlined in the IFF, the Blackwater East PDA refers to the relevant local government’s charging instrument to determine the calculation of these charges.
