Enabling industry-led delivery of housing

Housing supply October 14, 2025

As Queensland grows, so does the need for more homes – delivered at pace, scale and in the right places. Economic Development Queensland (EDQ) is playing a critical role in supporting the state’s housing future through a coordinated, strategic approach to land supply and development.

In 2024–25, EDQ approved more than 8,000 new homes and lots in Priority Development Areas (PDAs), facilitated over 38,500 homes through infrastructure delivery, and delivered 1,179 homes through EDQ-led projects.

Through our Housing Supply and Delivery team, EDQ is unlocking land, fast-tracking planning and approvals, and investing in enabling infrastructure to support industry-led delivery. Our work is helping to meet the Queensland Government’s target of one million homes by 2044, with a strong focus on PDAs and complex urban renewal sites.

Looking ahead, EDQ is continuing to build a strong pipeline of housing-ready land across Queensland. In 2025–26, we will progress the release of development-ready sites in key locations including Meadowbrook, Bundamba, Northshore and Townsville.

During 2024–25, we secured significant infrastructure funding from the Australian Government under the Priority Works Stream 2 (PWS2) program to support unlocking land for housing supply. In support of our priority to facilitate and deliver housing supply, this funding has been matched with sites that would be otherwise unviable for the delivery of housing. The total funding of $100.5 million is across five sites in Townsville, Logan, Brisbane, Ipswich and Redland Bay and will go towards unlocking more than 3,500 homes.

In addition, the recent declaration of the North Harbour and Mount Peter PDAs – expected to deliver around 22,200 homes – adds further momentum to our housing delivery program. These new PDAs join Waraba and Southern Thornlands, declared in 2024–25, as part of a coordinated effort to unlock land and accelerate housing supply in high-growth areas.

EDQ’s housing pipeline outcomes 2024-2025

EDQ is building a diverse pipeline of housing opportunities across Queensland – from large-scale greenfield growth areas to complex urban renewal precincts.
This breadth of activity reflects our state-wide remit and our commitment to unlocking land where it can have the greatest impact on housing supply.

In 2024–25, EDQ enabled:

  • Over 1,500 new homes across priority sites including Carseldine Village, Northshore Hamilton, Parkside Yeronga and The Village Oonoonba.
  • Delivery of social and affordable housing, retirement living, and build-to-sell homes – supporting a mix of housing needs.
  • More than 450 construction jobs, alongside significant private sector investment in aged care and residential development.
  • Progress on strategic sites in both South East Queensland (Meadowbrook, Bundamba, Songbird Oxley) and regional centres such as Townsville, supported by enabling infrastructure and planning.
