Your team – Development Services
Development Services uses the wide-ranging powers of the Economic Development Act 2012 to deliver housing, commercial and industrial development outcomes for Queensland. You will be part of a connected, accountable, impactful and nimble team that is working to enable transformative developments across the State with pace and scale.
Development Services comprises a mix of planning, urban design, built form, engineering and commercial professionals responsible for the identification and implementation of the state’s PDAs and Accelerated Development Opportunity sites and precincts.
Working closely with EDQ’s Housing Supply and Delivery team and industry, Development Services will enable new housing, commercial and mixed-use development across Queensland through planning, development approvals and a significant infrastructure funding program to ensure the right infrastructure is delivered in the right place, at the right time to accelerate the supply of development ready land.
Your contribution
As Commercial Manager, you will support the Development Services team with achieving strategic and operational financial objectives and support the broader team to achieve portfolio-specific financial aims. You will:
- Support the Chief Infrastructure & Planning Officer and senior leaders with financial advice, analysis, and information, focusing on enhancing the business unit’s long-term financial strategy, objectives, and initiatives.
- Coordinate financial activities, including the development and monitoring of the annual budget process, and strategic financial inputs to ensure alignment with objectives and strategies advanced by the business unit.
- Provide timely, effective, and practical commercial and economic analysis, advice, and solutions, including project-specific and consolidated financial forecasting, budgeting, and support.
- Critically assess and support project delivery, business cases and infrastructure programs, including assessment of recoverability models and the long-term commercial viability of infrastructure funding to inform budget submission and client cost recoveries.
- Provide commercial advice, risk assessments and financial guidance on proposed transaction structures and delivery approach that drive long-term, financially sustainable outcomes.
- Provide strategic financial and operational advice to support the diverse business objectives of the business unit.
- Provide analytical reports regarding financial management for the business unit’s projects.
- Manage and coordinate the provision of effective financial services for the business unit, including budgeting, cash flow management, financial reporting and analysis across projects and funding programs.
- Lead the mapping, design, and embedding of optimal financial controls, processes, and governance frameworks to strengthen financial integrity, compliance and accountability.
- Prepare material for advice, reports, briefing notes, board papers, submissions and funding proposals.
