Economic Development Queensland (EDQ) and the Australian Government are looking to partner with developers, local governments and infrastructure providers to help fast-track homes across Southern Thornlands, Waraba and Mount Peter Priority Development Areas (PDAs), as well as other key growth areas in PDAs.
Infrastructure Activation Fund (IAF) funding is available for critical infrastructure projects that remove barriers to residential development and accelerate housing supply. Funding is targeted towards infrastructure where its absence is a significant constraint to unlocking land for housing. IAF is providing exclusive first home buyer opportunities as part of the Australian Government’s Homes for Australia plan.

Funding available to accelerate infrastructure
Access IAF funding via:
- Upfront grants: primarily for major enabling infrastructure that supports PDAs or significant initial stages of residential development – such as wastewater treatment plant upgrades, major trunk road upgrades and other essential enabling works. Projects may be delivered by local governments, infrastructure providers, developers or EDQ.
- Australian Government-backed interest-free loans: for upfront delivery of infrastructure that enables earlier housing delivery. Loan funding may also be used alongside grant-funded infrastructure projects where it can further accelerate housing delivery outcomes. Loans will be provided on an interest-free basis. Infrastructure charge offsets may be available to support repayment following delivery of eligible infrastructure.
How the Infrastructure Activation Fund is delivered
EDQ seeks to deliver the IAF program with partners that have experience and expertise delivering infrastructure and homes within the nominated PDAs.
How projects are prioritised
- Projects will be prioritised where trunk infrastructure services multiple development fronts, landowners or stages of development.
- Projects should accelerate housing delivery beyond the forecast development rate and bring forward dwelling delivery outcomes.
- Priority will be given to infrastructure projects that enable the greatest number of dwellings and can be delivered within the five-year program timeframe.
- Facilitates the delivery of housing suitable for first-home buyers and contributes to agreed dwelling targets.
- The proponent has executed an MoU and committed to supporting first-home buyer outcomes and program reporting requirements.
First home buyers
To provide an opportunity for first home buyers to purchase property within a competitive property market, developers participating in the IAF will enter memorandum of understanding (MoU) agreements with EDQ to reserve a portion of house and land packages or homes under construction for first home buyers for a minimum of three months after release.
