Our Business Operations function ensures that EDQ runs efficiently and effectively. This includes financial management, supporting our people and culture, managing risks and meeting our statutory obligations.
EDQ uses a comprehensive framework to promote accountability and transparency in decision-making. Our finances
What we spend
Every year, Queensland Treasury prepares a budget for the state, allocating funds to EDQ based on our planned work and expected outcomes.
A detailed summary of EDQ’s financial and non-financial information for the budget year, including portfolio budgets, achievements, highlights, outputs, staffing, administered items and income statements is included in the State Budget.
How we spend it
We follow the Financial and Performance Management Standard 2019, issued under the Financial Accountability Act 2009, to ensure our financial and performance management is efficient, effective and economic.
We maintain a Financial Management Practice Manual, which details our financial and administrative services.
Each year, EDQ prepares a financial report in line with the Financial Accountability Act 2009 requirements. This is published in our annual report.

Accessing information
Right to information
The Queensland Government has made a commitment to provide access to information held by the government, unless on balance it is contrary to the public interest to provide that information.
The Right to Information Act 2009 (RTI Act) gives:
- The public a right to access government-held information (including an individual’s own personal information) unless disclosure would be contrary to the public interest; and
- Individuals a right to amend their personal information in documents held by the government which the individual believes is inaccurate, incomplete, out of date or misleading.
Applications for documents under the RTI Act are intended to be necessary only as a last resort. This is because it is the government’s preference to provide information administratively where appropriate, avoiding the need for applications under the RTI Act.

How to make an application for documents under the RTI Act
If you need to make an application under the RTI Act to apply for access to documents that we hold, you can do so by:
- Completing the printable RTI application form and submit to [email protected]; or
- Sending a written request to [email protected] with your name, contact information and enough detail for EDQ to identify the documents you are seeking under the RTI Act. The written request should state that it is an application made under the RTI Act.
Fees and charges may apply, depending on the type of application you make:
- If you are only seeking documents that contain your personal information, there is no application fee,
- If you would like any documents that do not contain your personal information, an application fee is payable to make the application,
- Access charges may also apply. See the Office of the Information Commissioner’s fees and charges page for details.
How to make an application to amend your personal information under the RTI Act
If you believe that your personal information in a document we hold is inaccurate, incomplete, out of date or misleading, you can make an application to EDQ under the RTI Act to apply to have this information amended.
To make an application to amend your personal information, you can:
- Complete the printable Information Privacy Personal Information Amendment Application form and submit to [email protected]; or
- Send a written request to [email protected] with your name, contact information and enough detail for the Authority to identify the personal information you are seeking to amend and the changes needed to make the information accurate, complete, up to date or not misleading. The written request should state that it is an application made under the RTI Act.
For applications to access or amend documents containing an individual’s own personal information, the applicant must provide evidence of their identity with the application or within ten business days of making the application (e.g. a certified copy of the applicant’s driver licence). If the application is made on behalf of another individual (as their agent), we also require evidence of the agent’s identity, as well as evidence of their authority to act as an agent for the applicant.

Information technology services
Our information technology services are provided by the Department of State Development, Infrastructure and Planning under a Service Level Agreement. Please contact DSDIP for more information on these policies and procedures or to request a copy.
