Background of the QPP
In August 2007, the Queensland Government released its planning and development reform implementation plan Planning for a Prosperous Queensland: A reform agenda for planning and development in the Smart State. The plan identified 80 reform actions, including actions 27 and 28 to create standard planning scheme provisions. These action items were in response to stakeholder requests for simpler, more consistent planning schemes across the state.
The SPA came into effect on 18 December 2009. Section 54 of the SPA, allows for the Minister to make standard planning scheme provisions, which are called the QPP.
The purpose of the QPP is to provide a clear and consistent framework:
- for planning schemes in Queensland
- to assist in the implementation of state, regional and local policies affecting land use and development
- for the integration of state, regional, local and community expectations in relation to planning scheme areas.
To guide local governments preparing new planning schemes, the QPP version 1.0 became available on the commencement of the SPA on the 18 December 2009.
The Draft QPP version 2.0 was released for public consultation from the 9 July 2010 to 12 August 2010. This document included draft amendments that were developed through a collaborative review and improvement process involving three review groups established by the department—the Local Government Review Group, the State Agency Officers Review Group and the department's Internal Review Group.
These three review groups have once again been heavily engaged in the proposed amendments for draft version 3.0. It is proposed that for any amendments to the QPP each of these review groups will be actively engaged and consulted.
The Draft QPP version 3.0 was released for public consultation from the 28 October 2011 to 25 November 2011. All submissions received were considered in finalising the QPP. The three review groups were once again engaged in the amendments for version 3.0.
QPP version 3.0 was gazetted on 25 October 2013.
The Draft QPP version 3.1 ( 2.6 MB) was released for public consultation from 19 May to 16 June 2014. This document included draft amendments to address operational matters raised by local governments using planning schemes and terminology of the State Planning Policy (
2.1 MB).
QPP version 3.1 ( 2.6 MB) was gazetted on 27 June 2014.
The Draft QPP version 4.0 ( 5.8 MB) was released for public consultation from 8 December 2014 to 16 January 2015. This document allows local government greater flexibility in determining the content of schemes (by significantly reducing the mandatory components contained in Module A), while still providing guidance about appropriate wording (in Module B). Draft amendments were also included to ensure consistency of the QPP with the state planning instruments and regulatory provisions, to address operational issues with specific definitions and minor editing. QPP version 4.0 (
6.0 MB) was gazetted on 8 January 2016.
