Queen's Wharf Brisbane PDA

About the Priority Development Area

The Queen's Wharf Brisbane Priority Development Area (PDA) was declared on 28 November 2014 and includes land located between the Brisbane River and George Street and between Alice and Queen Streets, with a riverfront connection to the Goodwill Bridge.

The PDA contains significant heritage places, local and state government controlled roads including a portion of the Riverside Expressway, a number of under-utilised government owned and leased buildings, as well as riverfront land under the Riverside Expressway.

The strategic riverside location, scale and significant redevelopment capacity of the Queen's Wharf Brisbane PDA provides a unique opportunity to transform Brisbane and revitalise the south-western edge of the Central Business District (CBD). The redevelopment of this important part of the city will provide opportunities for a new mixed use integrated resort development which has the potential to support a range of facilities such as new accommodation including six star hotels, retail, restaurant and entertainment zones, tourism facilities and new open spaces.

The new development will enhance connectivity between the Brisbane CBD and the river front, providing new and reinvigorated areas of public open space which support recreation opportunities as well as access and enjoyment of the Brisbane River. Queen's Wharf Brisbane will also support the revitalisation of heritage places and creation of a cultural and entertainment destination for Brisbane.

Adoption of the Queen's Wharf Brisbane PDA Development Scheme

On 28 January 2016, the Queen's Wharf Brisbane PDA Development Scheme was approved by the Queensland Government.

Public notification of the proposed development scheme for the Queen's Wharf Brisbane PDA was held from 7 August 2015 to 21 September 2015 (the submission period). During the submission period all interested parties—including the community, residents, and business operators—were invited to view the proposed development scheme and make a written submission for consideration by the Minister for Economic Development Queensland (MEDQ).

All submissions received during public notification were considered by the MEDQ. The Queen's Wharf Brisbane PDA Submissions Report has been prepared and summarises the submissions received and the merits of those submissions. In some cases, amendments were made to the proposed scheme as a consequence of issues raised in submissions.

People who made a submission during the submission period will be notified that the development scheme has been approved and is now in effect. A copy of the submissions report, approved by the MEDQ, can be downloaded from the link below.

The Queen's Wharf Brisbane PDA Development Scheme is the planning document that will assist in planning, carrying out, promoting, coordinating and controlling the development of land in the PDA. The development scheme supersedes the Interim Land Use Plan, which no longer has effect.

All development applications within the PDA will now be assessed against the development scheme.

Queen's Wharf Brisbane PDA public realm and movement network planning and design guideline

In response to the Implementation Strategy within the Queen's Wharf Brisbane PDA Development Scheme, Economic Development Queensland has prepared a planning and design guideline for the public realm and street and movement network to guide future development within the PDA.

The development scheme requires development in the PDA to demonstrate practical conformance with the guideline.
