Tamara O’Shea
A/Director-General

Tamara O'SheaWith more than 30 years of state and federal public sector experience across program delivery, policy development and governance, Tamara ensures the department’s strategic direction and objectives are aligned with the Queensland Government’s priorities.

Prior to joining the Department of Local Government, Racing and Multicultural Affairs Tamara was the Director-General of the former Department of National Parks, Sport and Racing. Major achievements included development of the Protected Area Strategy, delivery of significant infrastructure to support parks and forest conservation and visitor experiences and increasing Queenslanders’ participation in sport and recreation including Indigenous sport participation and regional championships.

Tamara is also an advocate for emerging and aspiring females across all industries including government.


Paul Carlson
A/Deputy Director-General, Local Government and Regional Services

Paul CarlsonPaul is Acting Deputy Director-General, Local Government and Regional Services. Paul brings with him 10 years’ experience in the local government portfolio and has previously been employed in private and public enterprise and has worked in local government in Victoria. He has an extensive experience in employee relations, industrial relations and human resource management. Paul has been involved in a number of large projects during his time with the department.


Kathy Parton
Deputy Director-General, Strategy, Governance and Engagement

Kathy PartonKathy Parton joined the department from the Queensland Reconstruction Authority (QRA), where she was General Manager of Communication and Strategic Engagement. At the QRA Kathy led a team that oversaw engagement and governance activities as part of the $13 billion rebuilding program following the 2010-11 Queensland floods.

Previously Kathy has held senior roles with the Department of the Premier and Cabinet, including leading the Queensland Government's crisis communications network during the response to the Queensland Floods and Tropical Cyclone Yasi. Kathy has worked in media, communication and advertising in Queensland and overseas, and holds qualifications in English, journalism, writing, editing and publishing.
